The Christmas Rampage 2007 strips show France tricking Austria into stripping down in order to get Hungary a hat, yet this may have only been to make Prussia feel better. In the strip, A Kind of Aristocratic Comic, photos from France's camera revealed France had been stalking Austria (although France claimed that England had made him do espionage, which is probably a lie, as he had been taking seemingly useless photos of Austria). In the strip, The Austrian Anschluss it is explained that France's and Austria's relationship was abysmal at the time of Austria's annexation, and that Austria had been at about every anti-France alliance held. England Despite the two of them being members of the Allied forces, England and France have a deep-rooted historical rivalry between them. While they can be seen to constantly argue with each other over the most trivial of things (from language to culture), they are quick to team up with each other if a third party should enter the argument (e.g. When Finland mentioned the child America looked like him, both England and France quickly said he didn't).
France even tried to marry England to save his country once, though neither of them really wanted it. In strips focusing on England's childhood, he is often shown being picked on by a preteen France, who, on one occasion, scoffs at him for not growing his hair long - and when England's long hair turns out a mess, France teases him by saying he'll cut it into a 'cool' style by cutting it back to the style he had before. France was impressed that Prussia was doing volunteer work 'like Germany' to which Prussia claimed he overflowed with philanthropy. When Prussia offered to clean their houses, France annoyed him by asking him for some censored things to be cleaned and rearranged. Also in Prussia's blog, after Prussia ate England's food and revived, France was afraid that Prussia became a monster, though it was most likely a joke since he invited him to his place to eat and take the bad taste from his mouth afterwards. Seychelles In Gakuen Hetalia, it is revealed by flashback that France helped raise her as a child.

I'll get this one out of the way, first, because this one's probably what half of the complaints about France are about. And really, how childish and stupid can you be?
Yes, France is a pervert, however when 'no' is said, to him, 'no means no.' Plus, this is Hetalia - do you honestly think Himaruya would delve into such a sensitive subject? Considering he's left out historical events such as the Holocaust due to how sensitive the subject is, it's highly unlikely he'll do that with other sensitive topics that can cause triggers. So really, if you think France is the wrong one - you're the one who thought of such a horrible thing in the first place. So yes, shame and dishonour on you for thinking of that in the first fucking place.
I'm a pervert towards men myself. I don't grope, but I do ogle and give a soft whistle (I can't whistle for shit) whenever I see a rather attractive guy walking by (especially if he's shirtless or wearing form-fitting clothes).
And yes, I do have dirty things in my mind in concerns to men as well: it'd probably make one's face become a tomato. Does that make me a bad person? Because out of all the Hetalia characters, I feel that France developed the most. He started off as just a bit of a lech, but Himaruya really fleshed out his character. Himaruya deleted most of his really lecherous old strips of France, and seems to be focusing on that aspect of him the most: into being more of a chivalrous pervert who seems to have some kind of hidden depths - especially when it comes to immortality and the existence of nations, which is a topic that is long debated and discussed in the Hetalia fandom. Your attitude is uglier. Honestly, I don't think any of the Hetalia characters are ugly - though I'm not attracted to France's physical type compared to others, I do think he's handsome in a more stylistic sort of way, and I can see why people think he's lovely to look.

France's favorite Disney movie is Beauty and the Beast. France taught Italy how to swordfight. France had two kids at one point who became Louisiana and Illinois. I guess technically just about all of the characters need be clarified, but I feel some need it more than others. Francoise being one of those characters as I feel he is one of the most misunderstood in the fandom. In the beginning I admit I have thought of him as being a pervert who likes to mess around with people by means of committing perverted pranks at times (such as attempting to strip other nations and for instance). However, I wouldn’t say it was that far to the point of viewing him as being a total rapist; except in that one scene in Gankuan Hetalia which from what I read one of the endings had it implied that he rape Seychelles which I didn’t find funny at all, and instead I felt anger for him and sympathy for Seychelles.
With that said I do understand that was a spin-off of the main series and their fore not cannon. Plus with the new, retelling of the game that is out and the fact the old one has long been scrapped that part of the story has been taking out. Also, over time I began learning there was more to Francoise then just him being a pervert. In fact, I now question whether he is a pervert. Two years ago I read this article on a website named Psychology today called “Bookshelf: Men are not the Enemy” and they brought up this person whom existed in history named “Giacomo Casanova,” who was known as loving women but also demeaning them. However those are misconceptions as while he did love women he respected them as well. Reading this he reminded me of Francoise, and going through this article again today he had the same misunderstanding that people have with Francoise.

It’s normal to be sexually attracted to other people and that includes making sexual cues as well as even thinking of sexual thoughts. Perversion by definition is: “ Any of various means of obtaining sexual gratification that are generally regarded as being abnormal.”(Definition taken from dictionary.com) Going even further what is considered perverted depends upon the society (what is considered perverted in one society is not view as such in another). An article on psychology today called “Are we All Perverts” by Dr. David J Ley goes into bit more into detail of this as he was discussing a book that talks about this subject. Concerning the complaint he is ugly that is a first of hearing such a thing directed towards Francoise. I guess those complaining don’t like his looks, but yeah I don’t see a reason to be such a jerk over it.
Also, concerning your reasons why you like him I thought was interesting. I never knew he was the most developed out of all the characters by far (and thinking about it in hindsight he has come a long ways).
Lastly concerning the Hetalia wiki, I never heard of this incident happening on the site before, but now that I have it makes me more cautious. I think I would start relying more on the profiles provided in the comics.
I still might use the wiki as a source of reference however, but as a secondary source. P.S: I love the comic page of him staring at his people as he smiles in contempt while in deep thought relating to immortality.
It feels happy and warm, but also I feel quite sad. Out of all the male characters at least, France does have a lot of flak. That's definitely one way to look at it as he does seem quite like a tease who loves to mess around with people. A friend of mine mentioned that she thought that he probably even does it just to get a funny reaction, really.
That game of Gakuen Hetalia was created back in 2007 when Himaruya was still first creating the characters, and noticeably, comparing France to his incarnation in 2007 to his current one, there's a huge difference. I think Himaruya understood that France was being pretty despicable, so he toned down on those attributes, and gave him more characterization. I never once thought of the original Casanova as being a man who demeaned women - I just know that women were into him, but that didn't mean he treated women bad. The article definitely highlighted things about the original Casanova that most people probably wouldn't even know of. Well, a pervert is defined as someone whose sexual behaviour is considered as abnormal or unacceptable, and yes, it depends on the society and culture. Though generally, most of the nations don't like being stripped, so I find in that case, it would be considered unacceptable. But at the same time, France would definitely never go far or do it if someone tells him 'no' as seen with Greece who firmly rejected him.
But I guess the whole idea of perversion is from the fact most people today are actually more conservative than one realizes. You can't just say out loud that you love the idea of seeing that woman down the block wearing nothing but her lingerie and giving you a lap dance, or that guy across you giving you a striptease is considered normal in a public conversation. And for that, I do think it's more because society is far more conservative than one realizes. Hence why such things, if you mention them out loud in public, are considered 'perverted', despite the thoughts being normal due to hormones and discovering yourself sexually. As a result, such thoughts are then considered 'perverted'.
Still an interesting notion, though - the idea of perversion. And I do realize it could just be because of right time and placement playing a factor, too. I've seen a few people do it. Usually it's France's hair that most of those fans don't seem to like. You're free to dislike or even hate a character, but it's truly a stupid reason to be a jerk about it. Compared to his first incarnation to now, he definitely has changed the most in regards to characterization. Sadly, it has happened a few times with other characters, so most of the time, I had to go and look up certain strips and facts to see if they were legitimate or not.
It truly is a nice page, and it basically kind of sums up part of his character in general. Or at least, the whole notions of immortality with him - it's rather bittersweet in a way. I never thought of Francoise behavior towards the others was just to get a laugh. Nice perspective from your friend. As for Gakuan Hetalia I thought so as much as comparing how the characters are portray now vs. How they were portray years ago it probably was the case of Hidekaz getting his bearings or whatever you call it when writers are getting a feel of their story before getting a clear handle of it (that and comparing his characters designs from back then to now). I’m glad after overtime he went with making Francoise less despicable.
I can also say they same for some of the other characters as well. Concerning Giacomo Casanova, for me it was probably my first time of hearing of him so never had a pre-conceived misconception of him. Concerning perversion on one hand it does seem people are more conservative than they once were, however at the same time people long ago were more conservative than those in today’s time.
Also whether those conversations are appropriate in public depends on the setting. Usually in more casual environments it’s okay. At work for instance occasionally I hear the employees talk about women.
It’s not so okay when in more formal/business setting. As to why people think the way they do about such issues I blame Christianity view of sex that influences society over the centuries.
They took that is biologically significant, normal, and overall the beauty of sex and perverted it. Thankfully, from what I have been reading and observing as time goes by I think people will become less sensitive to such topics. Concerning Francoise appearance is that all those people have a problem with. His hair style? I don’t see what the problem is.

I was aware of who Casanova was, and despite how most people think or assume, the real Casanova was actually not that good-looking: = = But the man was known for being quite good to his lovers. He was also one of the few men of the 18th century who took baths daily, and asked the same thing with his partners. Religion probably does play a part due to conservatives, though because things are becoming more modernized, and it seems the ideas of sexuality and sexual desires is more commonplace in music and pop culture, perhaps it's taking the toll.
That and not all Christians are the same, either - you have extremists, but you have very relaxed individuals, which is actually more common than what others think. I myself am a Catholic (which, yes, is actually different to a Christian despite same beliefs), and I prefer the idea of having sex after marriage, but that's only for me, myself and I. I don't at all mind when people talk about sex, nor do I care if someone has sex before marriage as long as both parties are consenting and responsible (like using a condom for instance, if they don't want a baby).
I don't know what the problem some of these people have really, but I feel it's just an excuse to complain. But if they're quite serious, it's rather shallow. I have seen some people say France's hair looks oily or greasy or something, but it's pretty dumb as that would just be purely subjective. I myself don't see that - it looks quite silky to me.
Same - I have a personal preference for hair styles, but I wouldn't make a big deal out of it, either because it's stupid to judge someone like that. I see, but even from looking at the other image of Casanova he didn’t look that attractive to me. However, I can imagine his romantic appearance was base on what people of that time people in Western society thought was attractive. This is the picture I have seen of him being depicted. According to Wikipedia this picture was drawn by his brother. As for baths people of that time people must not had care for baths as much back then.
On one hand it’s good because recently there has been a study that has shown that people who shower/bathe less were actually fare more healthy then those who do. I haven idea as to why this is the case, and it’s because when people wash themselves too often they wash away the beneficial bacteria along with the ones that would cause them harm. However, if a person doesn’t bathe at least weekly often that can also lead to health problems. That and them having a bad odor.
Concerning religion thinking about it I can see there being more lax Christians. With all the attention the extreme/misguided Christians get it doesn’t seem like the case, but I do need to remember they make a minority (especially the extremist). Still the fact they do get a lot of attention concerns me. The culture I live on usually pays attention to people who make a scene. I have an idea as to why this is the case.
I think it’s because over here people in general are more drawn towards those who are outspoken because people like and admire those who are expressive, and that can be good in and of itself, but what bothers me is when people pay attention to the wrong kinds of people. I like that in some countries like Japan and Wales for example in where most people would actually pay less attention to the people who would make a scene for the sake of getting attention. Anyway it’s nice to hear a Christian who’s lives her own life, but doesn't force it upon others. I agree that people should be free to live the way they like so as long as it doesn't harm anyone be it in the short or long term. Also, I am not too familiar with Catholicism, and while there are differences I do know that it’s a part of Christianity (in fact Catholicism is the original Christianity isn’t it?). Lastly concerning Francoise’s hair it looks silk to me as well when I think about it. Perhaps that's it.

0w0 It truly is a huge shame that some people seem to have this desperate desire for attention. The society I live in is like that as well - they pay far more attention on the over-dramatic nuts who cause a huge scene. It truly is worrisome that people seem to pay attention to the wrong people.
People should just believe in what they want to believe, and live life how they want, as long as they aren't morally questionable, and do their best. Yes, Catholicism is a sect of Christianity, but it's led by the Pope, and follows the teachings of the Roman Catholic Church. Christians are those who just believe in Jesus being the son of God. There's more to it, but it's kind of hard to explain or place in words. Actually, I think both Catholicism and Christianity happened at the same time.
As for attention, I think this is a tendency Western civilizations have. Again I think it's because people like the idea of others expressing themselves and it's encourage, but I don't think it means a lot of people need to pay attention to everyone.

He knew with complete confidence that Prussia would never do such a thing, and his brother—as intimidating as he could be—must therefore be incapable of such atrocities as well. And so he had made the conscious decision to not fear as much as he could have; to take some precautions, but with the confidence that they were unnecessary. Paris had not been defended; the troops were needed elsewhere and the Germans would assuredly not make it so far. Fall Gelb The next message unnerved him, coming far sooner than he had anticipated. The Germans had cut off the Allies in Belgium, preventing the help he had expected. A harried England had called him to say that Belgium and Netherlands had both surrendered to the Nazis, and that British and French forces were now being driven back relentlessly. France was silent for a moment, processing this new information.
'No,' he said finally, trying to reassure himself with little success. 'No, it can't be. We had so many men there. Netherlands surrendered?' The thought of the grim-faced, spiky-haired nation ever giving in to anyone was almost too foreign to picture.
'Him and his sister both,' the English-accented voice on the other line snapped. France was well aware that England got even more short-tempered under stress, and it was clear that he was under a tremendous amount of pressure now.
'The men can't get through, they're just being forced back.' 'But—but that's far too soon.' He heard an exasperated sigh on the other end and scowled. England was the one being unreasonable here, not him; defeats simply did not happen that quickly. 'Apparently not,' England said brusquely. 'They've been pushed back as far as the sea.'
'So quickly?' 'Yes, you bloody idiot, so quickly.
They're in danger now. We can't leave them there or they'll all be massacred.' France could not find the words to answer. He rarely heard England like this. Yes, the other nation generally did sound irritated, but this was different; he was exhausted, worried, frustrated—even scared? If he was really telling the truth, then it was true that something had to be done, and quickly.
He began, 'We've got to send more—' 'No.' England cut him off, his tone leaving no room for argument. 'We can't afford it. And we're not leaving them there to die; they're not going to be able to regain that ground.'
'But—' 'They're not! They lost it too fast.'
England was not supposed to admit failure. He was one of the most stubborn nations France knew. That is, apart from Gilbert. He quickly pushed this thought from his mind. 'We can—' 'No. So we're evacuating the British Expeditionary Force and a few French divisions as well.
It's for their own good; they're not going to win there and we're not just abandoning them to continue to lose an already losing fight.' France panicked a little at this. 'No, England, wait, you can't evacuate the BEF. And who are you to say that the French divisions should—' 'I'll talk to you later, France.' 'Don't—' 'I'm sorry. I can't let so many British soldiers die.' If you do that and the Germans realize the weakness they'll just—' 'France.'
England was trying to be comforting, France realized. This only alarmed him more. England never tried to be comforting; if he was now, then something was seriously wrong. 'We'll defend you. You're one of the Allies.
You'll be fine. But we're getting the men out of there now.'
' Angleterre—' A click on the other end and then the line went dead. France simply stood there, staring at the phone as if it, personally, had abandoned him. He slowly laid the phone back in its cradle and sat down again, his heart pounding. He could not make himself stop dwelling on the note of fear in England's voice. England was not one to show fear; usually he was good at hiding any kind of emotion whatsoever under a shell of bitter grumpiness. If he was so afraid that it was betraying him in his voice, evident even over the phone, then France had very good reason to be afraid as well.
Fall Rot The few days' respite after the withdrawal of the English and French forces had made France briefly hopeful that perhaps the war—the blitzkrieg, as he had heard the Germans called it—was letting up. This weak hope was extinguished when he received the news only a few days later that the Germans had attacked again, this time by air. France could feel his people suffering, and the feeling terrified him. This was not supposed to happen; everything was coming so quickly, the relentless attacks, and he was beginning to realize that the French military was simply not able to adapt to this kind of speed.
They had lost again and again. War was not supposed to happen this quickly. The next message was brief and to the point and sent chills through him. They have followed up with an attack over land. They are advancing at a dangerous rate. France sank helplessly into a chair. He had no idea how much time they had before the Nazis reached Paris itself; a few months?
Could reinforcements be sent to Paris in time to head them off? He did not know how far the French forces had already been forced to retreat. None of this was anything like what he had faced before. Usually there was, at the very least, time to adapt, to change strategy to meet the opponent.
Now he found himself cut off at every turn and running rapidly out of time. That, more than anything else, was making him lose the tentative hold over his fear. He looked down at his hands and, almost to his own surprise, found them shaking. No, he told himself forcefully, almost angrily, cutting himself off in the middle of the morbid mantra. He was being stupid. It would be all right. It was ridiculous to be so frightened.
Prussia—though he supposed he should now call him East Germany—was his friend. He wandered into the next room, picking up a picture in a frame from a dresser: himself, Spain, and Prussia, arms around each other, laughing, Gilbird perched in Prussia's hair and Pierre in France's. The picture made him smile despite his fear. Prussia's face, laughing with abandon. He could not even remember now what they had all been laughing at, but it was evident from their faces that it must have been pretty hilarious.
They were practically hanging on each other's shoulders, pushed together so that they would all be in the frame of the picture. Germany had been the one to take that photo, he realized with a jolt; Prussia had thrust the camera at his brother and ordered him to photograph them, saying jokingly that he wanted to remember that he'd had friends once, if these assholes ever decided they didn't like him anymore. Germany hadn't laughed—France couldn't remember if he had ever seen Germany laugh—but he had smiled a little as he complied with his brother's request, taking the picture and handing the camera back to his older brother. France tried to push this memory out of his mind since he was finding it physically painful, but he found that he could not. Prussia had given copies of the photo to him and Spain soon afterwards, the date it was taken written on the back in his neat handwriting.
That was only a brief time before he had asked them to start calling him East instead of Prussia. They had not had much time to adjust to this new name before their friend had begun to drift away from them, giving the excuses of busyness and the need to help his brother.
He had been tight-lipped when they tried to pump him for information about what he was so busy with, but France supposed now that this secrecy had been necessary. Silently, France wondered if Prussia—East, he corrected himself—still had the same picture somewhere. He hoped he did. The Fall of Paris The sound of thousands of boots marching in perfect unison. France rose to his feet slowly, cold dread growing in his chest.
The city was undefended, no one ever dreaming that the Nazis would make it so far so fast. He could hear the screams outside, the sounds of quick and efficient killing. How many weeks had it been? He thought numbly. Not even weeks—days.
Nine days since the Germans had first attacked by air. A sudden pounding on his door made him spin around, heart racing. Not this soon. He could see the front door down a flight of steps and turned to shut himself in another room, so that he would not be immediately visible to someone coming through the front door.
It would hardly keep the Germans away, but at the very least it would buy him more time. The pounding abruptly stopped, and then there was a loud crashing noise and the sound of shattering wood. The sound of two pairs of boots coming up the stairs and harsh voices speaking in German floated up the stairs, muffled by the door between them and France. The two sets of footsteps stopped; more rapid German, and then they split up, opening doors and searching the rooms. France sank to the ground hopelessly, his long blue jacket pooling on the floor around him. There was no means of escape and the city was defenseless. No one had ever dreamed that the Nazis would push so far so fast.
Nine days since this most recent campaign had started. Barely a month since they had first invaded. He heard the doorknob turning; despite the discord from outside, the noise still seemed magnified a hundred times. France closed his eyes, bracing himself. In his haste, he had not locked the door behind him. The door was pushed open, so violently that it slammed against the opposite wall, and then East Germany stood framed in the doorway. Slowly, France raised his head to meet his former friend's eyes, and a jolt went through him at the sight that met his eyes.
East was almost unrecognizable. His red eyes, once bright with humor and laughter, now burned with something else, a new passion and hatred; the blush of color was drained from his cheeks, leaving them a pale, almost ghostly white. Dark circles under his eyes bespoke of many days of fierce, unrelenting work. He looked stronger than France had seen him in years, and menacing. He wore a black SS uniform like his brother, the Nazi armband on his bicep like a splash of blood, and he held a gun, perfectly steady as he lifted it in black-gloved hands and aimed directly at the Frenchman. France could not find the words to speak to him.
He simply stared up at the nation who had once been one of his best friends, silent pleading in his face. The other finally spoke. His voice did not sound as it once had either; the laughter gone, the tone flat and dead. France rose unsteadily to his feet; he was shaking all over and his legs were barely able to support himself. 'East,' he said, finally finding his voice.
'East, please.' Keeping the gun trained on him, the white-haired nation turned his head slightly while still watching France, and called back out of the room. I've found him!' The shock of the betrayal almost made France collapse to the ground again. He took a few stumbling steps backward, and then West Germany appeared in the doorway, dressed like his brother, also holding a gun. A slight smile appeared on his face when he saw France, still trying to back away, looking from one to the other in growing desperation. Suddenly France's back hit the wall and he realized that he could retreat no further.
The two black-uniformed nations advanced on him slowly, their guns pointed towards him. They both stopped a few feet away from him, almost at the same instant. It was West Germany who spoke first: the only time in France's memory Prussia had allowed his brother the spotlight when he could have taken it for himself. His deep voice was entirely emotionless. 'We hereby occupy this land in the name of the Axis Powers.
Surrender now and save your people further death and your land further destruction.' France looked from one to the other with growing desperation; there was no pity in their expressions, only cold purpose. 'Prussia,' he said weakly, appealingly.
The white-haired nation did not respond. His jaw was set and he held the gun perfectly steady in his hands.
France did not want to try to meet Germany's blue eyes; he knew perfectly well there would be no empathy there. 'Surrender,' West Germany repeated evenly. 'Your refusal will only harm your people further. You cannot win. Belgium and the Netherlands have already fallen; the German army has already proven itself unstoppable.'
France closed his eyes tightly as if he could somehow shut out the horror, but the sound of the gunfire and the screams outside only came through sharper. He shuddered. 'Please,' he whispered. 'Don't hurt them anymore.' The two Nazis waited, guns still lifted. Another scream came from outside and France flinched. He could feel tears coming to his eyes and dropped his head, letting his hair obscure his face so that they would not see.
'I surrender. Tell me what you want. Only stop this—this—' He waved a hand almost frantically at the window. The screams had died down. He raised his eyes, no longer caring if they saw his tears; they wore matching expressions of grim satisfaction.
'Good,' said West Germany calmly. 'Our terms of armistice are as follows. The German army will occupy northern France, as well as your Atlantic coastline as far as Spain.'
France flinched at the sound of his friend's name. Don't hurt Antonio too, Gilbert. East's expression had not changed at the mention of Spain. He looked like a zombie, France thought.
He spoke again at last, the first time he had not allowed West to speak for him. 'We will establish a new government for your country in the town of Vichy,' he said in flat tones. 'In unoccupied southern France. This government will, of course, still be required to cooperate with Germany.' ' Oui,' murmured France.
If he closed his eyes, it was easy to imagine that it was not his friend saying such things after all; that it was all merely a bad dream. The voice now speaking was so changed as to be almost entirely foreign to him, but with still a faint note of familiarity that made it all the more devastating to hear the change. 'In return, there will be no further French casualties so long as your people accept these new terms peacefully. We thank you for your cooperation, France.' France could not find his voice. He nodded faintly. East Germany turned and strode out of the room, West starting to follow, and then he turned back, frowning a little.
'Come,' he ordered France coldly. 'We'll be bringing you with us.'
France had not been expecting this, though he thought faintly that he should have. He followed the taller nation mechanically, too overcome with emotions to even feel much fear anymore. East, ahead of them both, had already made his way downstairs. Now he stood by the table on which France had placed the picture a few days before.
He had picked up the photo in its glass frame and was staring down at it, frozen, his already pale face even whiter now and the faintest tremor in his black-gloved hand. France could feel the tears coming back to his eyes, a fresh hope rising in him. East Germany gripped the picture tighter and looked up, his eyes abruptly meeting France's, and for a second France saw part of the burning hardness in face seem to soften. Then, suddenly that faint softness was gone; baring his teeth in a savage grimace, the East German hurled the picture to the ground, grinding the shattered glass of the frame into the floor with the heel of his black boot, and strode out of the house. Author's note: Just some historical context. This story details the Battle of France and the subsequent military occupation in World War II. Obviously the speed of events is skewed slightly for the same of the story—the occupation of Paris and the armistice agreement did not happen on the same day, for example, though they were very close together.
Beginning May 10, 1940, German forces invaded France, initially using armored units to cut off Allied units which had advanced into Belgium. This was known as Fall Gelb, or Case Yellow. The British and French forces there were pushed back as far as the sea and many were then evacuated to prevent excess casualties. Germany then used air and land forces to attack again in an operation known as Fall Rot (Case Red), beginning on June 5, and within nine days, on June 14, they had arrived in Paris, which was not defended. By then resistance had pretty much ended, and on June 18, 1940, Germans and French met to negotiate an armistice agreement to prevent further casualties. This agreement was signed on June 22.
Germany basically states the terms of this agreement, but to sum up, a large part of France was occupied by the German army and a French government under orders to cooperate with the Germans was set up in Vichy, France, in the unoccupied part of southern France. Also, Prussia is obviously representing East Germany in this story, which is why the brothers are invading France together. I'm also assuming that the nations are getting their orders from their bosses and then they just convey this information between themselves. He has an intense rivalry with, and loves to argue with him over trivial topics (one example is arguing over 'who is more perverted').
France is infatuated with most of the nations and is known to make blatant sexual comments at every opportunity and is very affectionate, often shown streaking or touching other nations inappropriately. He is attracted to beautiful things, which include men and women of any age and maybe even some non-human beings.
